Parties to the Agreement: Albuquerque Air Traffic Control Tower (ABQ TRACON), * Albuquerque Flight Standards District Office (FSDO), Albuquerque Air Route Traffic * Control Center (ARTCC), and Albuquerque Soaring Club (ASC). * * II. References: (1) Federal Aviation Administration (FAA) Form 7711-1, Certificate * of Waiver, signed July 1, 2020. * * III. Effective Dates: July 1, 2020, through July 1, 2022. * * IV. Purpose: This agreement establishes responsibilities, procedures, and limitations * for flight operations within the Sandia North and South Air Traffic Control Assigned * Airspace (ATCAA) conducted at Albuquerque, New Mexico during the effective date * time period. * * V. Location: The ATCAA is located approximately 20 miles east of the ABQ VORTAC. * This area is outside of the ABQ Class C airspace. The ATCAA is located within * Class A airspace controlled by the Albuquerque ARTCC as well Albuquerque * Tower (ATCT). * * VI. Scope: The responsibilities, procedures and limitations outlined in this * agreement specify methods of providing coordination of activities, * restrictions, weather information, and Notice to Airman (NOTAM) requirements. * * VII. Responsibilities and Procedures: * A. The President (ASC) must: * 1. Keep the parties fully informed of all planned activities in accordance * with the Certificate of Waiver. * 2. Provide the ABQ FSDO a list of the participating pilots by name, * certificate number, and home address on a quarterly basis. * 3. Provide the ABQ FSDO a list of participating gliders by make and model * on a quarterly basis. * 4. Verify that all participants are members with the ASC. * * 5. Schedule and conduct pilot training to assure that all participants have * access to updated information regarding weather, procedures, rules, * limitations, etc. Notify the ABQ FSDO concerning the schedule for pilot * training. * 6. Establish procedures for flight operations in the ATCAA. * 7. Establish telephone communication service for use by the Air Traffic * Coordinators from TRACON, ARTCC and FSDO personnel. The person(s) authorized * to activate and deactivate the ATCAA must also assume responsibility for * reviewing all published NOTAMs, TFRs, or Special Activity Airspace * pertinent to the Sandia North and South ATCAA. * 8. Discontinue ATCAA flight operations, for the safety of all air traffic, * when directed by the Air Traffic Coordinator or ABQ FSDO. * B. The Albuquerque Flight Standards District Office (FSDO) must: * 1. Monitor flight and ground operations to assure compliance with Title 14 * of the Code of Federal Regulations (14 CFR) and the provisions of the * Certificate of Waiver issued to ASC. * 2. Investigate accidents, incidents, and noncompliance with 14 CFR. * 3. Provide technical support to facilitate issuance of U.S. pilot * certificates or answer questions relating to airworthiness standards, etc. * C. The Albuquerque Air Route Traffic Control Center (ARTCC) (ZAB) and * Albuquerque (TRACON) must: * 1. Ensure personnel responsible for providing air traffic services within * the scope of Certificate of Waiver are knowledgeable of and comply with * its provisions. * 2. Issue a clearance into the ATCAA. The entry clearance must state the name * and the authorized altitude for the ATCAA(s). * 3. Ensure non-participating IFR aircraft remain clear of the active ATCAA(s). * * VIII. Limitations: * A. ASC pilots have been instructed that ATCAA operations must be discontinued * if the following weather conditions are present: * 1. Visibility of less than 5 statute miles. * 2. Cannot maintain 1,000 feet vertical and less than one mile horizontal from * any cloud formation. * 3. Any other conditions contrary to the safety of flight operations. * B.
